I'd suggest finding other similar recycling plants and comparing their proximity to residences with the proximity of the proposed plant to Lake Gardens.

If there are no such plants, check planning documentation to see whether distance from homes was a planning consideration in determining their location. If so, what were they and do they provide a precedent that could be used to argue against the positioning of the recycling depot in the proposed location?

On the other hand, if there are recycling depots that are a similar distance away from homes as the proposed plant would be, I'd go so far as to suggest that a delegation/nominated person be sent to visit those places (if feasible) to canvas the locals for their experiences regarding smells, wind-blown rubbish or other factors of concern. If those residents have had negative experiences, citing those concerns in protest to the proposed recycling depot may give real life substance to the argument.
